patch `/v1/notifications/channels/{id}`

Update channel（url/events/status/config/secrets；channel_type 与 id 不可变）

Free (not billed). secrets 逐键合并：留空的已有键保留原值，新键必须填值，删除键即删除。url 变更会把未完结 deliveries（pending/failed/dead）改派到新地址；delivered 行保留历史地址。

Auth: Authorization: Bearer ac-… · billed per call (see Credits) — envelope {success,data,credit_cost} or {success:false,error}.
